Connection Speed:
Singapore:6.79mbps
China: 2.4mpbs
Malaysia:1.67 mbps
source:http://www.speedtest.net/global.php
These informations show that our country connection speed are par with South Africa and other developing countries. South Africa have an average connection speed of 1.6mbps , while ours are 1.67mbps , same speed with our capital KL too. Singapore enjoys an average of 6mbps , Japan the fastest ,17mbps . Even China are overtaking us with an average of 2.4mpbs.
Next, unlimited 1mbps price comparison:
Singapore: SGD 20 ( approximately RM50 )
China: RMB 98 ( approximately RM50 )
Malaysia: RM99

Malaysia:http://www.streamyx.com.my/get_s ... yx_package_standard
Singapore par with China in term of 1mbps connection fee , but Singapore only have one ISP , SingTel , while China have many regional company which may offer much lower price . Both country ISP provide free installation , modem or annual discounting . Our ISP monthly price is the highest , neither provide user a modem ,free installation nor annual discounting , which will not only COST RM99 , but also put many related surcharge (such as fixed line , annual fee , technician fee and so on ) together.
Lastly , Broadband penetration rate :
Singapore: 102.1%
China:21.5%
Malaysia:21.1%

MCMC:http://www.skmm.gov.my/facts_figures/stats/index.asp
Singapore has the highest penetration rate , 102.1% , because the statistic are base on household usage , which mean that some household maybe having more than one broadband connection. China statistic are based on population usage , reports shows that China have the most netizen in the world , approximately 270 million user are connected to internet using broadband. Our statistic are also based on household usage , which is 21.1 per 100 household are using broadband.
Conclusion:
Not only that our connection speed is the lowest , we are also being charged nearly double compared to other countries ISP , therefore our broadband penetration is the lowest . If our government policy is to transform our country into a ICT or high value adding driven economy , it's better to start catching others before we lag too behind . Better infrastructure , more competitive ISP , better regulation, resource, and more attention toward our connection may be the key towards an ICT buildup , and NOT JUST SOME TALKS ABOUT IT. Or else , we will be risked overtaking by other countries that may still lagging behind SOON , such was the case of China and lose our ability to compete .
